SBND_CONFIG command. Import and Export settings file

Description

In some cases, for a number of reasons, the user may need to load an external file with specified app settings. The _SBND_CONFIG command will be useful for this purpose. This command allows to import / export all app settings to a text *.INI file specified by the user.
